The sheet may list a cover rule
Many sites add an extra line when trash, debris, or yard waste arrives uncovered, and many road laws require a cover whether or not the site adds a charge. Those are related problems with separate consequences. Read the fee sheet for words like uncovered, unsecured, or untarped. The line might be a flat add-on, a change in rate class, or a refusal until you cover the load. You will not know which until you read that sheet or call. A tarp in the cab does not count if it was not tied down when you entered.
What staff are looking at
They look at whether material can blow or bounce out: loose bags, shingles of paper, branches, empty buckets, a sofa with cushions. A loaded vehicle with the tailgate down and no cover is an obvious case. A well-strapped solid object may be treated differently from loose trash. Ask how they judge a load of rigid items. Do not assume a couch is exempt. If the rule is any open bed, a sofa still needs a cover or the line still applies. Ask. The goal is to match their definition, not your guess.
Fix it before the scale, not after the argument
Cover and tie the load in the driveway. If you arrive uncovered, ask whether you may pull aside and cover before the ticket is written. Some sites allow that and some assess the line as soon as they see the vehicle. Do not climb on an unstable load in the scale lane to wrestle a tarp while cars wait. If the line is assessed, it should match the posted sheet. Ask the attendant to point at the line. Pay it or follow their process for a dispute. Next time the cover goes on at home.
