Gross, tare, and net
Gross is the weight of the vehicle plus the load. Tare is the weight of the vehicle after you unload, or a stored empty weight if the site uses one. Net is what the fee sheet's weight rate is applied to, often subject to a minimum. If the tare is wrong, the net is wrong. A stored tare from last year, a different trailer, a full fuel tank, or a passenger who got out between the two weighings can shift the number. Ask whether this site weighs you in and out every visit or uses a stored tare. Ask whether they want you to drop the trailer on the scale. Follow their pattern exactly.
What you should not change mid-visit
Do not add fuel, drop a passenger, pick up someone else's debris, or remove a toolbox between the inbound and outbound scale if both weights are part of the ticket. Tell the attendant about anything that changed. A second person riding only one way is a classic error. If the site uses a stored tare and you are pulling a rental trailer they have never seen, say so. A stored pickup weight does not include today's trailer. Ask them to weigh the combination empty. That request prevents a net weight that includes the trailer itself.
Read the ticket before you leave
The receipt should show the weights the site used, in the site's units. Look at gross, tare, and net if they print all three. If the net looks like it includes the whole truck, ask for a correction before you drive away. Corrections are harder after the day is closed. You still will not be negotiating a private rate. You will be asking them to apply the posted method to the right weight. If a minimum applies, a corrected net may not change the amount due. Ask them to explain that from the sheet.

Ask the attendant how the net will be calculated that day. Do not assume a stored tare is fair to you if the vehicle is unusual. Get the method in their words.
Does a heavier driver change the bill?
Only if that person is on one scale pass and not the other. Stay with the vehicle for both weighings unless staff tell you to step off, and then everyone should step off both times if that is the rule.
