Shorten it before you flag it
The best overhang is none. Cut scrap lumber, branches, and pipe to fit the bed when the pieces are waste. Flagging is for the piece you cannot shorten, such as a single long board you still need whole, not for a pile you were unwilling to cut. Read the road rules where you drive for how far a load may extend and when a flag or light is required. Those rules are local. A rag is not automatically a legal flag. Use a visible flag of the kind the rule describes, tied so it does not slide to the side and disappear.
The end has to be the visible part
Attach the flag at the very end of the overhang, not at the tailgate where it tells nobody how far the board reaches. The load itself must be strapped so the overhang cannot dive into the pavement or swing into the next lane. A board that rests on a lowered tailgate still needs a strap to the bed. Check that the license plate and the rear lights are visible. If the load blocks them, you need a different setup before you drive. At night, a flag alone may not be enough. Follow the lighting rule for your road.
Watch the site entrance
Low canopies, scale-house roofs, and tight turns punish a long tail. Tell the attendant you have an overhang before you swing through the lane. They may send you to a different door. Unload the long piece first, with a person watching the end so it does not sweep another customer. If the site refuses loads beyond a certain length, that is a cutting job at home, not a negotiation in the doorway. After the piece is off, close and latch the tailgate.

Do not assume so. Use the flag the road rule calls for, attached at the end of the load.
Can two boards overhang on opposite sides?
Side overhang is a separate hazard and often a separate rule. Keep the load inside the width of the vehicle unless a rule and a flag say otherwise. Prefer cutting.
