Height, rating, and a sail
A rack raises the center of gravity and turns a sheet or a bundle of branches into a sail. The rack has a weight rating, and the vehicle has a roof rating. Debris that looks light often is not, especially wet lumber and wet branches. If you do not know the rating, do not put the load on the roof. Even a rated rack is a poor place for bags of trash, concrete, a television, or anything that can leak. One hard brake and an unsecured bundle slides backward onto the car behind you. Straps through a rack have to resist that slide, and many casual strap jobs do not.
What people put up there by mistake
Ladders and closed cargo boxes are the usual rack loads, and even those need the rack maker's method. Open bundles of scrap, a loose bundle of limbs, or a sheet of drywall balanced on two crossbars are how cars arrive at the gate missing part of the load. The site may also refuse a vehicle that is too tall once the rack is loaded, or may send you away until the roof load is covered and legal. Ask before you build a tall pile. Measure the height against the site's clearance if you know it, and against low branches on the way.
Use the cabin, the trunk, or another vehicle
A few bags that fit inside a closed trunk are safer than the same bags on the roof. A sofa does not go on a rack. If the material will not fit inside and will not strap legally to a rated rack, borrow a truck or a trailer you can load on the floor. Tell the attendant if something is on the roof so they can judge cover rules and clearance. At the bay, do not stand on a car seat to yank a bundle down into the lane. Unstrap from the ground with a helper, or step down and rethink the unload.

Is a closed roof box better?
It is better than loose debris only if the box and rack are rated and closed. It is still a poor place for leaking or very heavy material.
What about a short bundle of trim?
If it fits inside the vehicle, put it inside. If it must ride on a rated rack, strap it the way the rack maker requires and flag any overhang.
