A bag program is a count
If the sheet prices a standard bag, the attendant may count bags rather than send you across a scale. The bag usually has to be a size they named. A contractor bag, a loose pile, or a truck that also carries furniture may fall out of the bag price and into a weighed load. Ask before you buy a stack of bags. A bag price is not a promise that any container with handles qualifies. Read the definition on the sheet. If the sheet is silent, call. Do not arrive with twenty oversized sacks and expect the small-bag line to apply.
A scale visit prices the net weight
When the site weighs vehicles, the ticket is built from the weight of the material, the rate class, and any minimum or extra line the sheet lists. Bags are just packaging. The scale does not care that you used ten bags if the rule is weight. It also does not care that the bags look small if they are full of concrete. Tell the attendant you want to know whether you are in the bag program or on the scale. Mixing the two ideas is how people budget for a count and then get a weight ticket.
Mixed visits need a question
Some sites allow a resident with a few bags to use a count and send everyone with a trailer to the scale. The distinction might be the vehicle, the material, or whether you have a prepaid bag the hauler sold. None of that is universal. Read the sheet and ask which path your load is on. If you qualify for bags, do not throw loose debris beside them and expect the bag price to cover the loose material. If you are on the scale, do not buy bags thinking they cap the ticket. They may only be packaging.
