A refusal is a finished instruction
Staff can refuse a load because of the material, the vehicle, the origin, the way it is packed, or the condition of the site that day. Arguing in the lane does not change a permit. Ask, briefly, what rule applies and where a load like yours can legally go. Write it down. Then follow the exit path with the waste still secured. Ask what would make it acceptable
Sometimes the fix is to remove one item and come back. Sometimes the whole load belongs at a different facility. Ask which case you are in before you leave the window. If they want an item taken out, ask where you may safely set it only if they say you may not take it with you. Usually you take it with you. Read the posted fee sheet if a refusal still involves a charge, and ask whether this visit will show on a ticket. Get that answer before you exit. Use the refusal on the next call
When you call the next site, say you were refused and name the reason. That honesty saves a second rejection. If the first site was wrong about a fact, calmly correct the fact. If they were right, change the load. Submit a map correction if a listing said the material was accepted and the site says the listing is stale. Keep your temper. The people at the window did not write the rule in order to ruin your day. They are applying it, and the waste remains yours until a facility accepts it.

A call is guidance. If the load does not match what you described, or the rule changed, they can refuse. Show your notes. If the notes match and they still refuse, ask why, then follow the new instruction.
Should I post a complaint before I have a new plan?
First put the waste somewhere legal. Then send a factual correction if a listing was wrong. A complaint does not empty the truck.
