In Clarksville and the rest of Montgomery County, household trash and recycling go through Bi-County Solid Waste Management, an authority the county runs jointly with Stewart County. Instead of one dump, residents have a network: the main landfill on Dover Road in Woodlawn, a transfer station on Highway Drive, a station on Barge Point Road and a ring of smaller convenience centers out in the county.
The catch is that the sites do not all keep the same days. Several close on Tuesdays and Thursdays, the Highway Drive complex closes only on Thursdays, and a few items can go to the main landfill and nowhere else.

What it costs
Each Montgomery County household pays Bi-County a flat $5 a month, and that fee is what lets residents use the landfill and the convenience centers. The county says there is no cap on how much household trash or recycling a resident may bring.
Bigger loads weighed at the main landfill are charged on top of that. Bi-County's posted non-commercial rates are:
- Household trash up to 500 lbs: covered by the monthly fee
- 501–1,000 lbs: $20
- 1,001–2,500 lbs: $30
- 2,501 lbs and up: $48 per ton
- Wood waste (branches, leaves): first 500 lbs a day covered, then $46 per ton
- Demolition debris from private individuals: a standard pickup bed, SUV or car load is covered; beyond that, $10 per cubic yard
- Shingle trailers of 5 yards or more: $100 surcharge
The landfill accepts cash, check, Mastercard and Visa.
Items that must go to the main landfill
Some things are refused at the convenience centers and the Highway Drive complex and have to go to the main landfill at 3212 Dover Road:
- Anything in a trailer. Bi-County says all trailers must deliver to the main landfill.
- Mattresses and box springs, $10 each. The fee goes toward the landfill's mattress shredder.
- Appliances that contain Freon, such as refrigerators and window units, $10 each.
For mattresses, box springs and Freon appliances, Bi-County notes the $10 charge is cash or check only.
Tires and electronics
Private individuals dropping off waste tires have to give their name, address and the number of tires. Bi-County keeps that on file for the state so that people from other counties do not use Montgomery County's tire program.
The county lists Bi-County as a drop-off for electronics such as TVs, computers and cell phones and says most items are free. Newspaper bins have been removed from the convenience centers, so newspapers, junk mail and magazines now go in the trash.

Hours, fees and rules change. We last checked this page on 2026-10-03. Our sources: Bi-County Solid Waste Management, Recycling and convenience center locations. Call Bi-County at 931-648-5751 with questions about a load.
Hauling it yourself? If the load won’t fit in the truck bed, a 6×10 ft open-rail utility trailer or a 4×8 ft folding trailer (it folds upright to store in a garage) can cost less than a couple of hauler trips. Tie everything down with ratchet tie-down straps; many sites charge extra for loose or uncovered loads.
