Ask the site what size and condition they require, whether they count bags, and whether a sturdy can that you dump and take home is allowed. Ask what must never go in the bag. Pack for the rule you were given
If they said bags, bag the load at home. Do not plan to bag it on their lot. Double-bag only if they say to, or if a single bag will tear and they still want bags.
