Rot takes it out of the clean-wood pile
Plywood is veneer and glue even when it was never painted. Once it has delaminated, swollen, or grown mold in a leaky shed, it is not firewood and it is not a brush-pile log. Call the disposal site and ask whether rotten plywood is construction debris or household trash. Mention if it is pressure-treated, painted, or from under a roof that might have had asbestos cement nearby. Ordinary rotten sheathing you already pulled is the subject here. Do not sand it. If you think the coating is old lead paint, stop disturbing the coating further, bag flakes that already fell, and hire licensed people for lead-paint removal. Do not burn rotten plywood. The glue and any treatment do not belong in a backyard fire.
It falls apart when you lift it
A sheet that looks whole will fold and drop a wet lap of veneer on your boots. Cut it into pieces you can carry while it is still on the ground, and bag the crumbs so they do not become a trail from the garage to the truck. Nails and screws stay proud in rotten wood. Pull them or bend them and put them in a jar. A glove full of an old roofing nail is a clinic visit. Wear a mask if the sheet is dry and dusty with mold. Wet sheets are heavier than the same plywood was when it was new. Stack only what the truck and your helpers can unload at the other end. A crumbled sheet is still construction waste. It does not become soil because it is brown and soft.
Keep the crumbs in the truck until the bay
Lay a tarp in the bed if the plywood is wet, and fold the tarp in at the site so the crumbs stay on it. Ask the attendant whether the tarp must go in the trash too. Unload in the construction or trash bay you were assigned. Do not pitch rotten sheets onto the clean-lumber pile because a corner still looks pale. If the site refuses moldy wood, take it back and ask where it belongs. Sweep the bed. Veneer flakes stick to the next load of cardboard and ruin a recycling run. Wash your hands before you eat. Moldy dust is a reason to keep the cab clean, not a reason to rinse the truck into a storm drain.

Is oriented strand board the same?
Describe it as OSB or as plywood, whichever it is. Both are glued panel products, and neither belongs in a clean-log pile once it is rotten.
Can I cut out the rotten part and keep the rest?
If a dry section is sound and you will use it, keep it. The rotten offcut still goes to the debris bay the site named.
